I think that the bonds should be redeemed at their par-value. With an enormous debt created npon the hign prioes oln expanueu currency, and the enormous taxation eonsoqnent upon it, the contraction of currency necessarily brings distfew everywhere. I saw in the newspapers a week or two ago that i .oney commanded 100 per cent, in New York. All the commercial men of Cincinnati and the manufacturers are damped to-day for wantjof oarreney. Mr. Routwell has great power. In the man agement of the Treasury he can expand cr . contract the currency. lie can make hard times or easy times. I think La ought to use his power for the benelit and iuterest of the laboring men of the conn- try, whethee they labor by their hands or in the employ of their capital in commer cial or mabiiaotqrinB pursuits, and not for the interest of the bondholder and bankera. I want to see the contract entered into between the CUvftrninent and its creditors fulfilled to the very letter, nothing more. Bo tnaeh of the debt as was contracted before the Legal Tender act, and which we promised to pay in gold, should be so paid, but the rest ought to be paid in greenbacks. It was so contracted, and are we to pay any. more? And here I desire to correct an error. Some of the news papers have stated that I was io favor of the issue of three hundred million, in greenbacks., I have never so stated or desired. , f . . . f - WHEBE TO T THE tikEBACKt. - Keportei-Bal where would yoa get the ! greenbacks with whloh to pay this large debt ? Mr. Pendleton In the first plnoo, from economy and retrenchment. Seoondly, justice to all concerned roquiros that the volume of currency should stand at the anioant at which it was when tho debt was contracted. With greenbacks collected from theso two sources, and without any undue expansion, tho debt can be paid within a very reasonable time. THE VOLUME OP THE CURRENCY. , Roportor Why koep the volumo of cur rency at what it was when the debt was contracted ? ' Mr. Pendleton It is honest to pay back to the creditor of tho I'uited States tht value of the principal borrowed and the interest. If the currency is kept at tho amount at which it was when the dobt was contracted, the legal tender paid to tho creditors will bo of exactly tho same value as the greenbacks which were received from them. This, I (think, is honest on the purt of the Government, and just to the creditor-1 cannot soy from memory whether tho amount of legal tender ex ceeded the amount provided by law. HOW TO RETURN Td SrECIEi PAYMENTS. Reporter And how can we return to specie payments ? Mr. Pendleton We can uover return lo speoio payments except by a vast ooiitrsc tion of tho currency, atd I saw that a Cin cinnati journal the other day. concurring in mis luoa, asked in very emphatic terms, woo uaros to propose that now t Un til tho debt was paid, and tho internal taxes are xeduoed and equalized, and the uuties on imports lairiy adjusted, contrac tion can only increase the hard times which now exist, and bring final ruin upon tho debtors oi to-dny. MB. TENDLETON'S VIEWS ON THE TAKll T, Reporter And what concerning the. tariff? Mr. Pendleton I would reduce the tariff to the lowest possible limit consistent with the collection of a suillciont amount of revenue for an economical administration ot the Government. I see that our worthy Hnator, Mr. Sherman, says in his speech ut Canton last Saturday, that ho does not know the difference between tho tariff lor revenue and tho tariff for protection. 'I would advise him to read this present tariff for which ho voted, and he will there see that tho packers of fish in New Encrlund pay nothing on the salt they use, while the western packers of ueex and pork psy sovomy-uvo per cant, lor uioir salt, and lie will perhaps discover the difference.
